C&R License How To Get One

The Federal Firearms License 03 (FFL03)/C&R License allows you to become a licensed collector of Curio & Relic (C&R License) firearms. This includes pretty much any firearm older than 50 years as well as certain special configuration and certain "oddity" weapons. There are 11 types of FFL.

The FFL03/C&R License is useful for anyone who is interested in purchasing surplus rifles and/or pistols. The fee for the C&R is $30 for three years. The benefit is that it allows you to purchase this type of weapon without doing an FFL transfer, which, in my area costs between $10 and $25 dollars, depending who you purchase from; so if you buy more than three collectors weapons in three years, the license is worth it.

You need to keep a record of all of your transactions, but that's not a big deal. The best resource for obtaining a C&R license is found here, I'm not going to re post everything they listed, since they already have the most complete reference.

Following their directions, I received my C&R license in about one month. The only hard part about getting the license is finding your CLEO (Chief Law Enforcement Officer) information, which is fairly trivial; either Google for your area's Police Department (for me it was Fairfax County Police Department) or possibly call your county or city non-emergency number.

If you call, ask for the name and business address of the Chief of Police for the purpose of obtaining an ATF Federal Firearms License. When you want to start making purchases one of the approved gun dealers you will need to send a signed copy of your FFL03 to the dealer.

The Time To Become A Gun Dealer Is NOW

Fifteen years ago there were 23 federal firearms licenses issued in Belchertown. Today, there are three. "I would say is a severe drop," said Rich Kimball, R & R sale of arms, 450 State St., and one of three remaining licensees.

A federal license is also required for companies that make or importing of "destructive devices", specialized heavy weapons such as bean sprouts firearms or weapons bag, which can be fitted to fire explosives illegally.

The total number of federal licensing of firearms in Franklin, Hampden and Hampshire counties, fell by 76 percent, 446 to 120. Eighty-six of the 120 licenses are licenses of type 1, required for arms dealers. There are 26 Type 7 licenses are issued to dealers, four Type 8 licenses for importers of arms and three Type 6 licenses to manufacturers of ammunition.

There are two type 10 licenses issued to manufacturers of destructive devices or ammunition for destructive devices. Kollmorgen, Northampton company that works for the Department of Defense, holds one, and ZM Weapons, a high performance manufacturer of weapons in Bernardston, holds the other.

Among individual communities across the three counties, the decline in total numbers of federal licensing of firearms is drastic. Springfield used to have 72 total licensees, there are now 10. Three of them are in the hands of gun manufacturer Smith & Wesson, and one by the Springfield Library and Museums Association, who needs to show his collection of weapons. Westfield went from 44 to nine, Chicopee, from 38 to seven, and Greenfield, who once had 20 FFL holders, which now has one. In 1993 there were 240,000 federally licensed firearms issued nationwide.

As noted in time by a pro-gun control, there were more licensed dealers of firearms in the United States than there were gas stations. Since then the number has dropped to about 109,000, or 62 percent, according to the Bureau of Alcohol, Snuff, Firearms and Explosives.

The decrease is part of a national trend that goes back two pieces of legislation, according to the federal agency that oversees licensing. The first is the Brady bill, named for the White House, James Brady, who was shot in an assassination attempt on President Ronald Reagan in 1981.

It increased the license fee of $ 10 per year to $ 200 for the first three years and $ 90 for each renewal for three years. The second piece of legislation was the control of violent crime and Law Enforcement Act of 1994, also known as the Criminal Law. None of them is a major distributor, and sharing a place is cheaper than each store individually, he said. Meissner said that once you stop for small traders, but now feels that the government has overstepped its bounds.

"It has gone too far – too far," he said. James L. Wallace, executive director of the Northboro-based Gun Owners Action League (GOAL), agrees, saying the legislation did nothing to force a lot of law-abiding merchants out of business. "The state decided to firearms retailers should not have the same rights to run a small business like any other business owner," he said.

Most small businesses were in rural parts of the state. Residents of troops out of those areas to travel further to find licensed distributors said. In short, federal law and state regulations did little to fight crime, says Wallace, but have failed to put a lot of honest traders of the company. Burke said that before the regulation, the police were hard to keep track of distributors. "There was a lot of things that were not aware of," he said. "It's good for us to know exactly where are the dealers," he said.

His department conducts audits of distributors once a year and sometimes makes surprise inspection to ensure that the registration books are in order, he said. Police may impose conditions for storage, such as safes in arms and, in some cases, burglar alarms, according to Burke. A major concern for police is that the weapons stolen in the robbery will go to the hands of criminals on the street, he said. Kimball, an arms dealer for 25 years, said that in the last decade the amount of paperwork and forms to fill out every time it receives an order for guns or sell one has increased dramatically.

If you’re like a lot of people who may have casually thought about how to obtain a federally licensed firearms, or (FFL) you may not have a complete understanding of what is needed. Does The Government EVER Make Anything Easy?

An important factor to note is that federal licensing of firearms is not an easy task. Any time you have to deal with the government and the paperwork associated or bureaucracy, which is almost guaranteed to not be easy. Unfortunately, getting an FFL is no different. So that said, let’s take a closer look at the implementation process and some of the requirements. You will first need to do is get an application.

There are generally two types of applications belonging to obtain a license from Federal firearms. This is the ATF form 7 (F 5.310,12), and how 7CR ATF (F 5.310,16). Form 7 is the basic federal firearms license application and the application form is 7CR you’ll use if you want to become a licensed collector in curios and relics.

Although you may simply print, complete and submit forms for the government and most online applications, a license application for a federal firearms permit is not one of them. The reason for this is that you will have to submit photographs and fingerprints in order to complete the application process. Yo0u can order these forms online, or call the ATF and request them.

Once requested, you will be mailed to you. Now, before completing the application, there are some basic requirements that the Bureau of Alcohol, Tobacco, Firearms and Explosives, state that you must meet to obtain a license. These are:

• You are 21 years of age or older.
• You are not prohibited the possession of firearms.
• Have not violated the regulations of the Arms Control Act.
• You wont lie on your application or fail to disclose information about yourself.
• You have an authorized place of business or premises to be used for conducting business or to its collection of weapons.

Moreover, once you have met these requirements, it shall also confirm that:

• Any business that you are operating with the intention to carry out at the place of the license is not prohibited under any state or local laws.
• That you will comply with any local or state laws that may apply to your company within 30 days of the approval of his license.
• You will not do any business until you have complied with all state and local laws that relate to your business.
• You must notify your local police chief through a form, if you intend to apply for a license, and here the location of the license will be.

Assuming you have done everything correctly, which is often not the case because of the complexity of the application process, simply sit and wait until you receive a notice telling you if you have been approved or rejected.
